I'm trying to create a basic spacemacs layer. But there's an error loading it, thus its constituent packages. Checked this SO question, but it doesn't seem to apply.

Any idea of I'm missing? I'm sure it's some small config.

A) Directory structure

$ tree .spacemacs.d/
├── init.el -> ~/Projects/configurations/profiles/core/etc/spacemacs
└── layers
    └── sunra
        └── packages.el

B) In init.el, configurations of the dotspacemacs-configuration-layers and dotspacemacs-configuration-layer-path

(defun dotspacemacs/layers ()
   dotspacemacs-distribution 'spacemacs
   dotspacemacs-configuration-layer-path '("~/.spacemacs.d/layers/")

C) Contents in layers/sunra/packages.el

(defconst sunra-packages

D) When I check my Messages buffer, I see this

Loading /Users/timothyw/.emacs.d/core/core-load-paths.el (source)...done
Loading /Users/timothyw/.spacemacs...done
(Spacemacs) Error in dotspacemacs/user-init: Symbol’s function definition is void: use-package

Setting the font...
(Spacemacs) Warning: Duplicated layer sunra detected in directory "/Users/timothyw/.spacemacs.d/layers/sunra", replacing old directory "/Users/timothyw/.spacemacs.d/layers/sunra/" with new directory.
Loading /Users/timothyw/.spacemacs.d/layers/sunra/packages.el (source)...done
Loading /Users/timothyw/.emacs.d/layers/+lang/html/packages.el (source)...done
(Spacemacs) Warning: package free-keys not initialized in layer sunra, you may consider removing this package from the package list or use the :toggle keyword instead of a `when' form.

Ok, got this working. For future reference, or for anyone looking to do something similar, see here. This is as rudimentary as I can get. It works on a fresh clone of spacemacs, as of January 16, 2017.
