split window horizontally with 1:2

Question

I can set below variable to enable horizontal split window:

(setq split-height-threshold nil)
(setq split-width-threshold 160)

But currently, it will split 1:1, but I wish it split with 1:2, the upper window height is 1/3 and the bottom window height is 2/3.
