I'm having some trouble getting links to work. All of my other capture templates are working, but when I press "l"for link, it doesn't prompt me for the link. It instead immediately says Capture abort: Empty link. Reading through the docs, %^L should cause the prompt to appear but it does not.

Note: this is only an issue on macOS. I have tried this same exact config on Windows 10 and Ubuntu and am having no issues there.

Emacs 26.2, Org mode version 9.2.3

Does anyone have thoughts on what might be the problem? Here are all of my templates:
