Writing an rfc sort of with emacs -nw

Question

I'm trying to write a document like this with emacs -nw It will be exported via ftp to a website so a client can see the research/report with their browser.

Essentially

1. ability to center a heading respecting the 80 column rule
2. ability autoindent without having to press space three times
3. Ability for a word to hyperlink to another spot - to make a TOC
4. Ability to export to html

Whats the best way to do this?

So far I have this, but it doesn't do point #3

emacs /tmp/example
M-x auto-fill-mode
(setq fill-column 80)
(setq left-margin-width 3) ;; not sure if needed
M-x center-line
M-x htmlfontify-buffer

Whats the best way to go about doing this?
