I have Emacs 27.1 on Windows 10 using MSYS2 bash. I can successfully run bash from M-x shell:

# echo $0
/usr/bin/bash

Also, I can successfully run commands from `M-!". But some commands still fail.

As example, using RCS I can check-in a file via M-! just fine:

ci test.txt

Getting back the message:

RCS/test.txt,v  <--  test.txt
new revision: 1.2; previous revision: 1.1
done

Executing same VC commands from Emacs, such as "Check In/Out" ( C-x v v aka M-x vc-next-action), I get instead:

apply: Searching for program: Permission denied, ci

Could you please offer hints or pointers on how to fix this "permission denied" error, when those very commands are perfectly runnable from withing Emacs' shell?

I searched online, I read the manual looking for this error message, I even went to look at the code, lisp/vc/vc.el, but I cannot see where such error is defined.
