I'm using emacs on a server with no root access and paranoid sysadmins. The verilog-mode in the default path is very, very old and does not work well. However, there is a later version of verilog-mode.elc in a different location. However, that directory also contains newer versions of other packages that I do not want to load.

Is there a way of specifying, in my .emacs, that just for verilog-mode, I want the .elc from directory Y instead of the directory X that is in the load-path?

Just load that exact verilog-mode.elc file, passing its absolute file name to load-file.
